If things went according to plan and Jowan and Lily managed to get away undetected, why would YOU be in trouble? The fact you happen to have a fire rod is hardly a smoking gun.Actually it is entirely true. Jowan knows your phylactery is gone but he still cajoles you into helping him. He might hope you get away with it but he is solely concerned with his own need to be free and doesn't care about the PC at all. Whether you leave with him or not the templars will come after you. Jowan knows this. His complete lack of concern is further evidenced when things go south and he leaves you. If he had asked my character to join him at least made the offer it would have redeemed him a little but instead the douchebag bales without any thought to his friend who risked everything.

I see your point and I respect your point of view. I'll admit that I'm a bit biased here because I really like Jowan.
I stand by my previous statement that the plan wasn't doomed from the start. Duncan's line after you get caught where he says, "It is a rare person who risks everything for a friend in need" really gets to me. Even if Jowan got himself into this mess, I don't regret helping him. He's in a desperate situation (being turned into a tranquil isn't exactly pleasant) and he turns to the one person he trusts and could be willing to help him.
Yes, he's not exactly a rocket scientist and finding himself in terrible situations constantly is mostly his fault (read the article below to see why I don't believe he's entirely at fault in most situations), but I'm not willing to abandon him.
This article really sums up my feelings about Jowan perfectly:

As far as Sten goes, he'll open up to you once you start giving him gifts. He doesn't say much until his approval goes beyond a certain point. Feastday Gifts might help if you're having problems.

I just wish you could conscript him.
That was going to be an option in the game originally. It really sucks that it got taken out. I'd take him over Wynne any day of the week.

Role playing dictates that he is oppressive? You mean, you play the game to MAKE him that way, then complain about it?
And he ventures to talk to you? Just like every other character in your group does? You mean, he wants to know something about the person he's following, and what their plan is? The NERVE of the man!!!
I know, right?
And, if you leave him at camp, he can't participate in anything in Haven. He can only do that if he's there.
Yea, I'm just really not getting your complaints here, because you're not making any sense, to me.
We can argue all day about the incident in Haven, but sacred ashes or no he is very controlling, let's get that straight. Leaving a party at the camp throughout the entire game is not how a character plays after recruiting, he finds uses for everyone. Sten's is probably just completely restricted to the Blight (just fighting darkspawn)
But anyway, forget about role playing then, for now:
Think of it like this: Have you ever switched party members in the middle of a chapter? Because some people, like myself believe that there can be travelers who are ready to take over for others who need to rest. Sten could be one of those members, as well as one who would want to SEE what the hell you're doing at Haven; leads him to follow you.
Why not? Sten was part of a three man team of soldiers: hardly ideal for spying or espionage of an entire country. By the time an invasion was launched, decades likely would have passed.
Hmmm I thought he was travelling with seven others of the Beresaad.
