It's funny.. Mass Effect has accumulated enough cool characters that it's like a Street Fighter game. Once they made the choice to make a big squad, I think it was a mistake to go back to smaller. Especially for a big war. It would've been cool to get a sample of all of them.
I think it was a mistake to make a whole game revolving around a bunch of characters (many of them totally two dimensional and pointless cliches) and little else more, in the first place. ME2 is a cool game, but as a story - a follow-up to ME1 and a prequel to the final chapter - fails in many ways. It's a l'art pour l'art character-fest, with a boring suicide mission as the goal set. ME2 has no main plot, has barely to do anything with ME1's plot and its aftermath and the reapers, it lacks tension and the feel of urgency, makes the reapers look like 2-bit schoolyard bullies (Harbinger) and the main villians cause no real threat at all, plust the forced Cerberus plot and the revival of Shepard is just ridiculous. It's a spectacular and entertaining game, but totally pointless as a chapter of a trilogy and as a story. I'm glad, they went back to actual story-telling in ME3.
ME2 would work fine as a spin-off or a stand alone adventure, but it just does not work in the context of the trilogy. As a self-contained rpg, it would be the best of the 3 games, if it had a solid plot. But the way it is, it's my least favourit ME-game.
