Being able to upload avatars or .gif avatars was never intended. It was always an exploit through the DA character tool that was never removed (which is why there was never a formal "how to upload avatars" here). It made more work for staff/moderators, but most people never abused the exploit and those that did got banned if they took it too far.

If BioWare chooses to keep it not working, I hope they have something else in store. What with DAI and the next Mass game in the works, there are possiblities for the future.
