Nah, I want him to join the party, string everyone along, borrow large amounts of money from you, accidentally stab you, then he sleeps with the NPC you have the lowest affinity with, finally after all that, he convinces you to forgive him. Then he says that he never wants to hurt you again, so he becomes a celibate monk.
In some ways, this character reminds me of Sebastian.Br3ad wrote...

Wouldn't it be hilarious if Cullen was a party member, but he wasn't a romance option? Oh man, the laughs we would share. *Chuckles, sighs and wipes a single tear from his eyes*

This sounds like something Bethesda did w/ a romanceable character Skyrim. Basically, it was a female character that was romance/nerd bait, that strings along the player, but then it comes to pass that she isn't romanceable. It's almos as if Bethesda was using this character as an example to some the hardcore 'mancers out there. BW has a similar opportunity w/ Cullen.

Tsk Tsk. Not even a smidgen of effort. But there's still hope for this thing yet.

If he's not a romance option, I'd be disappointed, but I certainly won't lose sleep over it. I'll just keep my fingers crossed for the Grey Warden or Iron Bull.
