Shepard: Yeah, saw it myself. Did you know anything about this?
Miranda: Just rumors. Nothing really caught my attention. But about this Brooks...
Miranda: Not as Brooks, but "Hope Lillium." Another lie, certainly. When the Collectors showed up, she put together the dossiers on your crew for the Illusive Man.
Miranda: Never paid her much mind. Interesting.
Miranda: My focus at the time was bringing you back. We needed the real Shepard not some cheap knockoff.
Miranda: I mean, really. A clone?
Quite the disconnect between the preview and this game dialogue. Miranda is not only shown to know about the clone's existence, but she is actually in charge of its growth. She knows "Brooks" as Rasa and trusts her enough to expose her to the Lazarus Project and task her with acquiring Shepard's classified records. Miranda's eyes are inexplicably a different color as well.

I think the explanation is that Mac Walters forgot what was in the games when it came to writing these comics. There have been several inconsistencies from what I can tell. The Lazarus Project wasn't even situated on Minuteman Station in ME2 and yet in the comics it is.

Jack, Miranda and Jacob I can understand. Forcing cerberus where they don't belong is horrible writing. I can't wait to see how cerberus killed Thane's wife or sabotaged the genophage again (mordin) or some other such nonsense.

I assume he just doesn't care laying the boot into ME2 characters. Their not the ME1 crew afterall.

First off, Cerberus is only the observer to the character stories, however, foundation is going to explain why these characters are dossiers in ME2. So Cerberus is needed.
