not really .. you do not need a mass effect core to use a mass relay .. the massless corridor is created by the eezo-core of the relay-pair itself.
the mass relays create "on demand worm-holes" - point to point corridors of massless space.
They need to be aligned, and you need to assign mass to the device going through them.
"big relays" are point to point and long distance .. "smaller ones" connect to many more but at closer range.
the control center on the citadel builds up the connection within the network.
the conduit on the other hand is a prototype and strictly point to point - it was not connected to the relay network. in fact .. comparing the reaper-build mass relays with the prothean ones is not very fair. the protheans used the concept of the original design - but maybe not the exact modus operandi.
i am willing to let this slide, because the conduit is not reaper-made and "only" a copy of the concept.
