The "ever since" part makes it sound it it was black ever since his visit.
Because even blood magic has limits. And Qunari strength, numbers, and technological advancement just happen to overcome those limits giving them the edge. Even the most powerful blood mage is not impervious to gunpowder or poison gas.
Physical strength means nothing to magic. A blood mage can force a warrior to slit his own throat with a simple gesture. His muscle and martial ability will be useless.
Vast numbers mean nothing when your enemy can make your army turn upon itself. Whatever armed force that you field against Tevinter can instead become an armed force that they field against YOU.
Gunpowdwer and poison gas are quite formidable but again when your enemy has mind control powers even these weapons can be turned against you.
Oh man I didn't even mention the Dreamer type mages! There are freakin' FREDDY KRUGER MAGES! How do you beat that?!

Just to take the other side, there's every reason to suspect it was Golden until they opened a portal to it. Given this is the Fade, corruption need not follow a progression or even anything like the physical laws we take for granted. It could very well have been pure when they opened the portal and black in the instant they stepped through.

There's also the possibility that it was golden outside and corrupt within, and them breaching it allowed the exterior to be tainted.

They share a border. And a cold war is still a war. Espicially if your enemy would jump at any chance.
No they don't. The one border they shared was at the Blasted Hills, which Nevarra took a couple of years ago. So Orlais and Tevinter don't actually share a border anymore. And there has been no hostilities between the two nations for centuries, so it isn't even cold war.

Yes it justifies locking mages up a for a thousand year and still doing it later. Meredith was an Icon of what the whole Templar order stands for. A mage or some mages commit a crime, all mages pay for that. Would it be the same if a templar committed such crime?

Not rly qunari are superior when it comes to every country they have technology safe , powerfull and have endless opportunity to develop when rest of thedas have magic destuctive ,unstable and it deliver mostly troubles when being weaker and worse than technology in every matter perhaps outside healing... and give that qunari have mages as well and are more united when tevinter is rotten many wouldn't even want fight for it and rules are self-serving and would sell each other...
