What sort of freedom? The description of "I live in Netherlands" tells me nothing, since I don't live there. You still hasn't given a plain answer, which means you either don't know it yourself, or cannot narrow it down enough for simple description.
What Zazzerka said is true but that's only part of the freedom I had in mind. We allow as much as freedom as possible therefore things that simply make people high are not illegal.

Still too vague and tells nothing about the freedom, just a culture. Is it your terms of freedom in general or personal freedom? You seem to cannot distinguish it.

And I said "freedom" is different in each society. For example mages have very limited to no freedom. They are fancy slaves, slaves with good clothing, nice meals and a decent place to stay but with no freedom whatsoever.
I live in Netherlands and its free as it gets, Its not the freedom but its good enough. Anything less than that is not freedom in my opinion. That is how I see it. If i was a political leader I'd see to it that everyone had this sort of freedom especially people live who in places like Iran.
I really wouldn't say mages are slaves. Prisoners sure, but not slaves. As long as they follow the rules, mages can pursue what they want in the Circle while slaves aren't even given that much.

Well not necessarily i have just opinion that if something is obstacle for me and i can't use it to benefit myself it dies
weak or strong doesn't matter im that what matters... if making weak happy will be beneficial i don't mind if burning orphanage is benefical i don't mind as well.

My terms of freedom is very similar to my country's. Maybe I'm lucky but this answers your question as my terms of freedom is the same as my countries so I don't need to distinguish it as its the same thing.

There is definitely no place for chaotic evil in any real life authority. It cannot be evil but I suppose lawful evil authorities exist.

If we put d&d alignment onto our world (which is rather out of place) every type of alignment would be authoritie but not every type of person from certain alignments would be one.
lawful evil doesn't mean that you have to be ruler and doesn't mean that you have to be "good" ruler and chaotic evil doesn't force you to be savage...
