Adrian is a Libertarian; she wants autonomy for the Circles. She used to be romantically involved with Rhys, and she became the leader of the Libertarian fraternity. She voted for autonomy, that eventually lead to the successful vote for independence by the fraternities.

Here's the thing - my warden killed Wynne in the circle tower, so she wouldn't be there to try and convince people to not vote for independence, so Adrian wouldn't need to blame the murder on Rhys.
