I don't think Tevinter would be conducive for a revolution, given how even mages can become slaves (like Fenris' sister). The mage rebels are better off without aid from the Imperium.
No they're not. Without the aid of Tevinter they will surely die. It's better to take chances in a society where you are ALLOWED to be free. And if they integrate properly Tevinter will protect it's citizens from other nations. I don't even think templars will bother to follow them there.

You're also "allowed" to be a slave in Tevinter, whether or not you're a mage: it's hardly an idyllic paradise.
I also think you underestimate the mages. I think they have a chance to maintain their autonomy. And I'm sure some of the elven mages can find opportunity with the Dalish if they want a different life.

The mages can make their own destiny outside of Tevinter. And I'm sure the Inquisitor (and the Inquisition) can play a role in acting as a significant factor in the war for one side (at least for the regions the protagonist will travel across, from Ferelden to the Free Marches).
As for a "boss", a Magister, Corypheus might show up. Possessing the surviving Warden. A nemesis for the Inquisitor to defeat.
