I'll agree with that. Fiona was an extremist but a very calculated one. She saw the events involving Rhys' supposed murder charge that was actually done by Adrian and Lambert's reactions to various situations, and thus create a plan that utilized these various points to reach her end goal of seperating the Circles from the Chantry. She didn't instigate them like Anders or Adrian, but rather played with the cards that were dealt.
This actually goes back directly to the OP I think.
While I don't like her Fiona does have some more subtle methods then Anders, at least in Asunder (again) she has a little more depth to her character.
In comparison you have Lambert... who started out on a similar path but then turned a corner more toward Anders and Meredith. Going from the careful conductor to the blatant bute force crazy. Certainly he was no where near as bad as Anders and Meredith. But the point is the mage characters are showing alot more depth, there isn't that same level of complexity from the Templar/Seeker side.
Although I think Cassandra will be one of those balancing factors in DAI. I mean we've never really had a companion that comes from that side of the table and she's one of the core companions as well, not one you meet half way through (assumtion but a safe one I think).
So just like Asunder was better for the presentation of this storyline, I think DAI will be as well.
