No, due to shieldgate and Shepard does not have Phasics.

Yes, actually.

You need to take Fortification, with the power synergy evolution for more Disruptor Ammo damage.  Also you need Tac Cloak Rank 6 SR damage, and the passive SR Damage evolution (both are base damage modifiers and indirectly affect ammo damage).  If you get those you can take out all shielded mooks on Insanity.

Thanks to Athenau for finding testing this after the last patch to the game that ported in MP balance changes to weapons.

Soldier can't quite get the same amount of Disruptor Ammo damage (since no base weapon modifier bonuses), and as such can't kill the same amount of targets at max level, but can potentially at lower level due to enemy scaling.

Also see this post in the thread about the patch to see what MP changes are in SP.
