Just a random thought that occurred to me.
Most of the species in Mass Effect have Biotics, but I don't recall ever seeing a Quarian Biotic.
Even Turians have them, although they're not very common and encountering one in battle is very unlikely, because Turians don't like to risk their Biotic Troops in combat.
Could it be living a sterile existence, Quarians don't get the exposure to Element Zero necessary to activate Biotic Potential?
I don't see the Biotic Amplification Implants being a problem, since it's known that Quarians routinely install cybernetic implants for one reason or another.
Although you'd have to sterilize them first, naturally........

As you suggested, problem should be sterile environment.
They are constantly wearing protecting suit, which means then unborn quarian is protected against eezo dust whole time. Yes, there should be small possibility of their existence - f.e. pregnant quarian female who survived accident need eezo core - but these chances would be astronomical comparing with other species.

if they do have biotics I'd say it would be far fewer than any other race (I might have excluded the geth here, but in me2 I swear primes were firing warp bursts at me). it's not so much about sterile conditions, just the lack of prenatal element zero exposure.

they are very rare since quarians didn't had enough spare eezo to use to create biotics. But acidents happens and in a 50.000 ships fleet it's possible some of these acidents resulted in quarian biotcs...

None appear in the games, books, and comics...so *if* they do exist they must be exceedingly rare. As for right now I'd lean towards "no."

Considering how weak their immune systems are even brief exposures to eezo are probably fatal if not to the mother then to the child. Then there is the whole issue of their environment suits. Even if they had biotics before centuries in space would mean that new ones are not born.

Does anyone know when and where that conversation takes place? Was that in ME1, or ME2? I can't remember when Tali mentions biotics.

Turian and volus biotics never sat right with me either, Quarians even more so... something about it just feels wrong somehow.

I can see why Quarian Biotics would be extremely rare.
Turians and Volus don't wear as extensive protection while on their homeworlds and native environments. Eezo spill from equipment, accidents and broken toys could easily do that for them.
What's rare among the Volus is individuals serving in the military or security forces, they still got a few of those though even if they arn't common... Even Volus worlds needs a police force and some type of security forces.
That suggests that the addition of a few Volus for Multiplayer wasn't completely unreasonable... An engineer, sure, Biotic Volus trying to make money from their inborn skills, of course they would.
Likely Ex-military or some kind of security personel who were attracted by Hacketts paycheckes..
Who pays for the N7 special ops salaries anyway? The Alliance? the Council? or the allied alien races? Hackett can't be paying them from his own pocket, that for sure.
