An enemy with very high armor, very low hp and very high damage. A level 2 archer should be able to take it out with one armor penetrating shot before it reaches him while a meele character would struggle because of the very high damage done by the enemy. after having looked through the 2DA's described in the wiki i get the impression that this can't be done. is that correct?

setting a constitution penalty of 50 doesn't seem to reduce the hit points of the creature at all. any ideas?

also the effect of an armor penetration skill like shattering armor seem pretty low. how much does it lower armor? can i increase the armor penetration of that skill?

The armour sunder abilities usually just hit for normal damage, and then reduce the target's armour by around 10 for around 20 seconds, which isn't really a significant difference. At least, probably not significant enough for what you have in mind, which I think is; armour pen = stand a fighting chance, no armour pen = practically invincible.
I think you'll need to create your own abilities, or tweak the Script of the existing abilities to pull that off.
