 Everytime I try to go to the wiki for the Dragon Age toolset these days I get a 403 Forbidden error. Does anyone know why, or how to get to the wiki?

I just created an account specifically to show off my Inquisitor in one of the forums, but when I go in there, it says "You cannot reply to this topic". I see no indication the topic has been closed, and the posts seem very up to date. Do I have a waiting time or something after creating an account?
