This is actually a question about ME2.

Unpersuasive Shepard talked to all the admirals before leaving for the Alerei and she talked to Kal'Reegar and Veetor as well. According to the wiki page she should have been able to "rally the crowd," but that option did not appear, so Shepard chose to say nothing rather disgrace Tali's father. What I am wondering is if you actually do have to use one of the persuade options with the Admirals during the opening arguments in order to get the "rally the crowd" option to become available.

It appears in the central right position on the wheel. I've never had a problem with it appearing or being selected.

No, you do not. You haz to talk to all Admirals and talk to the two other Quarians(I forgot their names)before heading out to the Quarian ship you had to take back from the hostile Geth.

Kal Reegar and Veetor if he wasn't sent to Cerberus.

I have used it before as well, but only after using a persuade option during the opening arguments, whether renegade or paragon. (As a side note, by not taking any persuade options neither Han Gerrel or Korris will comment on Shepard's persuasive abilities. Also, you don't get anybody talking about what a good speaker Shepard is as part of the ambient dialogue.)

OK everybody, read the OP again. Let me repeat slowly: Shepard talked to ALL the admirals before leaving for the Alerei. She also talked to both Kal'Reegar and Veetor and asked for their help before departing. But the "rally the crowd" option did not appear.

Lol, took Legion there and still got it! :D Maybe it's a bug, but you probably needed to use an intimidation/charm option I guess for it to work.

Sounds like a bugged conversation to me as well. Or maybe you talked to the admirals, but didn't learn enough about their disagreements.

I made sure to ask each Admiral about the infighting where they discuss their plans for war or colonization.

And Xan about her designs for the Geth?

The one where she talks about returning the geth to the control of the quarians? Yes.

Sounds like a glitch then.

I think you need to talk to at least one admiral about the infighting, then ask both Reegar and Veetor if they'd be willing to speak on Tali's behalf before going over to the Alarei.

Don't you have to pass a persuade check in your conversation with Veetor in order for him to speak up on Tali's behalf? I recall being unable to rally the crowd for that reason during my first "unpersuasive" playthrough.

I can't remember doing anything special, I wen't there, toalked to everyone, told Xen she was a nutjob, talked to the others.

Cleared out the Quarian ship....

Went back, picked the Paragon Charm option. Done.

I'm not sure if the crowd got rallied, but Shepard put the Admirals in their place and walked off a hero having saved Tali from their tyrrany. Unfortunately, it didn't stop their insane warplans.

There were no persuade checks with Veetor. (or Reegar, or the Admirals).

Did you ask Reeger and Veetor if they'd speak on Tali's behalf?
