Unpersuasive Shepard talked to all the admirals before leaving for the Alerei and she talked to Kal'Reegar and Veetor as well. According to the wiki page she should have been able to "rally the crowd," but that option did not appear, so Shepard chose to say nothing rather disgrace Tali's father. What I am wondering is if you actually do have to use one of the persuade options with the Admirals during the opening arguments in order to get the "rally the crowd" option to become available.

I have used it before as well, but only after using a persuade option during the opening arguments, whether renegade or paragon. (As a side note, by not taking any persuade options neither Han Gerrel or Korris will comment on Shepard's persuasive abilities. Also, you don't get anybody talking about what a good speaker Shepard is as part of the ambient dialogue.)

OK everybody, read the OP again. Let me repeat slowly: Shepard talked to ALL the admirals before leaving for the Alerei. She also talked to both Kal'Reegar and Veetor and asked for their help before departing. But the "rally the crowd" option did not appear.

Cleared out the Quarian ship....
Went back, picked the Paragon Charm option. Done.
I'm not sure if the crowd got rallied, but Shepard put the Admirals in their place and walked off a hero having saved Tali from their tyrrany. Unfortunately, it didn't stop their insane warplans.

There were no persuade checks with Veetor. (or Reegar, or the Admirals).
