Appropriate, but the OP itself is simultaneously wrong and isn't especially relevant. Most of the kits in the game are excellent and roughly equivalent to one another in power. There's a few standouts that are blatantly overpowered and put the other kits to shame (GI, QMI, Talon Merc, etc.) but for the most parts, the various kits are similar in terms of what they can do, on average,
I disagree with that assessment because the kit balance is objectively bad to the point where there really aren't standouts. It's pretty much a linear sliding scale with both the Talon Merc and the Puggernaut being outliers on opposing ends of the scale. GI would be close to Talon, but requires someone in the 99.9th percentile in terms of L2aim to actually break the game to the point where people with other kits can literally do nothing, so for all practical purposes isn't an outlier. Really he isn't significantly different from an AIU or TGI, just a bit more damaging (but not massively so) and has a much more versatile optimal weapon selection, plus the ability to run AC5 without losing wallhax. You aren't doubling the output of someone with similar skill using a TGI-Carrier for example, like you easily could with the Merc. The latter is so bad it's not far off from a legal missile glitch.
QMI isn't significantly different than any other powerful nadespammer unless you're specifically talking about being the undisputed Admiral Glaicer on gold. Drellgod, for example is better most of the time for gold and below because it is a lot faster and will reach the spawns almost instantaneously. On host Slayer and Asari Vanguard are also absurd for the same reason. Furry is a walking grenade. Paladin is lol. QME and DA are pretty much even with him. DAI plays pretty similarly to QMI, except his debuff and spammable nuke are combined into one power and he's faster. Plat makes him even less standout because there are a number of other kits that are better against armor, especially if you factor in cheezing.
There are about a dozen kits that trivialize the game about much as either of them that are more or less all in the same tier. At the other end of the scale, you have your Volus Mercs/ Adepts, Vorcha Hunters, Batsents and Turian Sabotuers, not bad kits but certainly not as damaging as even an average kit like the Human Engineer or an above average one like the AA or QFI.

GI definitely outclasses the AIU and TGI on most maps in terms of DPS pretty substantially. The proxy mine+accuracy bonus just shreds everything. But...yes, the Talon merc is the most OP in the game all-around. Cain mine spammers were enough to get me to just stop playing for a while. I can deal with a little lameness from other characters because most of them take some skill to play at that level, but not the Talon. QMI shines on any map with wall coverage and ample grenades, such as Hydra, Hazard Giant, both Ghosts and Rio. The wallhax damage is the rub, not the damage the grenades do.
Most kits, though? I can't really tell a different between most of them in terms of how effective they are. If there's a sliding scale, that is a very gentle slope.
Merc was just an epic fail by Bioware. They had a pretty decent character but they make one of his powers so broken that it ruins the game for others. Not only that but they make him soooo squishy as a melee build that it's even more incentive to play him as a mine spammer. Not even getting into the stupidity with the key binding on PC. They shut down balance changes too early.

Yeah, they did fix that. His AP arrow power is one of the better, neater abilities in the game. Totally different from anything else but completely covered up by Cain mines being so ridiculous.

Yeah, pretty poorly designed. He should have had higher base shields, and they needed to do one of two things:
1. Un-exploded mines should have disappeared when you planted a 4th one, or
2. Make the Mine a single-application, long-cooldown power more similar to Recon Mine, but with more damage.

I think they could've made it like PM. One active at a time with a fairly long CD.
I also didn't like that you have to toggle between arrow powers which make concussive arrows less attractive IMO. You waste nades toggling and AP arrows are superior 90% of the time.
