I don't like the idea of an aquatic race being this beautiful elegent thing. Thats overplayed.
Considering the rest of the races, I wouldn't want them to look so foreign. Very human but with fish features the way the Qunari have become dragon-human-sort of things. Playing off that idea would probably be the most interesting.
I'm not sure how much I would like to see a new race though. It'd be weird if a new race popped up in the middle of Thedas. Like in Pokemon. There was 150 for ever then over the next 10 years "Oh snap there is like 800!" Wouldn't make sense to have them as invaders as thats for the Qunari and there is enough interesting things going on without having competing invading forces.

Seeing as Par Vollen is jungle, if they DO go anthropoid I think something more monkey/ape-like would be appropriate (y'know, like flatter faces, much more body hair, longer fingers and toes, etc).
Insects, birds, fish, and reptiles are too far removed from the 'human base' to avoid looking silly and furry-fan-servicey, imo - they should stay mammalian but NOT go for the typical canid or felinid forms. (I may accept a jaguar-like aesthetic, for the jungle theme but not a straight cat-person like the khajiit, that seems to be pushing Thedas' boundries a little to me).

After I read your post I start thinking why animal why not intelligent plant species. Yes it was done but not enough not even close.

Four races is enough. Break the wall of the three class model and offer a fourth. There's lots of class concepts out there that could fit the lore. I've even suggested some.

Alternatively I like the cat people idea, or may be a shapeshifting bear person, like Beorn, in the actual Hobbit book rather than the film. I know Morrigan has already done the shapeshifting thing but she didn't seem to have a particularly close relationship with animals like Beorn does. He was seriously kick ass.

That's why I think an aquatic race would be easier to introduce then a land-based one. As you said, most the landmass of Thedas as been explored and the Qunari already have the invading race thing, so that leaves just three options for a new race to be introduced: underground, the sky, or the oceans.
We've already learned through the dwarves that anything living underground would either have been killed off or nearly extinct because of the darkspawn; the sky is just not an option, and it will never be; so that just leaves the oceans.
The races of Thedas have no real way to explore underwater, so their information about it is limited. A new race discovered would not be too far out there if discovered in the ocean.

I could actually see that - Those Darkspawn that are free of the taint due to certain characters actions taking to the hills and living a somewhat feral lifestyle but one which has a community at heart however feeling foreign to any humans who may wonder by. As for a new race, I can think of a few.
Reptile race living in the desert regions, Strong muscular, Think bi-pedal comodo dragons.
A primative race of humans, strong primal magic, strong warrior class, closer to primeapes than their human counterparts, choice to live on the outscrits of their jungle strongholds, getting the best of the jungle and the savanah like grasslands surrounding them.
A mutation of humans who have lived by the sea for melenia, adapting to there lifestyle. Merman/maid like creatures, show emotions on their scalely skin threw chemical reactions, when there angry areas on there body will turn red, when they are calm they will return to blue ect.
Proto-elves - a group of elves dating back to arlathan, Taller than there normal elf counterparts, milk white skin, slender long but mucular limbs, ghost white hair, blue eyes circled with deep purple - very long life spans(Can't help it I just like the Lotr elves-nordic fae-)
Although I don't really think a new race would inrich Thedas, Can't wait untill the Kossith(whom the Qunari broke off(fled?) from) turn up. I think they could could make them feel really alien to us.
Just imagine how strange and cold the Kossiths could be when you consider the Qunari came from them?
I Imagine their society having a heirarcy with several ancient family lines competing for power, those with the largest horns and most potent magic will take accendancy. Those born into the famalies who do not posses these attributes are cast down into the filth of the others. Those know as filth have a hard life, the strongest survive, the weakest die.
Fights happen daily, deaths follow frequently. For most this would be a crippling problem but for the Kossith Dominion(?) this isn't. Huge squalar riden cities sprawl across the landscape.
As bad as life is for the filth, they can be inspired with ease using subtle propoganda and the promise of food in there bellies. The other denizens of Thedas will be hard pressed to defend against there full onslaught.
There society has a true polarity running between the filth and the blessed. Those who are blessed live in white marble palaces with acres of space. Entire forests are reserved, where grand hunts take place, thier glutony knows no end.
