Spectre Packs, mostly. I recently had zero in my inventory because I respecced a couple of characters, then I bought 5 of those packs after some Plat runs and I got all three of them back.

Your best bet is to buy spectre packs with maxed consumables. 4 silver card drops for 60K.

I had used all my reset cards recently.
I just bought 10 PSPs, and got all three reset cards back.

Basically you can get them in anything except recruit or jumbo equipment packs. If you've not maxed out a lot of your manifest, I think vet packs might be a bit more likely (since you're more likely to have maxed out what vet packs can give you).

RNG is (obviously) unpredictable, but there are SOME rules to it.

This.  If I don't have my reset cards maxed out, sometimes it seems like I get one in every other Spectre Pack.
