So if I go to redcliff at 7 and have to go to denerim for Sacred Urn quest does that mean Denerims mobs now locked at lvl 7ish?

Someone may correct me on this, but I think the level is set at the time they are spawned, not at the time you enter the general area. That is, the level would be set when you actually enter the dark alley, in that case.

Only the enemies that are currently in that specific area (Denerim Market District and its related buildings) are frozen to your level. So Ser Landry (outside the Tavern) and Weylon (inside Brother Genitivi's house) will be locked, but Master Ignacio will not as he hasn't appeared in his killable spot yet.
