Is there anything in the rules about editing the sound file?
Like, does it have to be one take, or can you combine a few?
(I had a look and didn't see any mention.)
(Edit: Because, frankly, this makes it much easier - speaking as someone who is experienced with audio editing, but not voice acting - but still wanting to give it a go. And, as long as this is a legitimate way of doing things, I'd be happy to post a quick tutorial on how to do this with free software.)

The awesome that is the Australian accent is probably the reason.

I really wish I was eligible ... being from France and seing how these scenes seem to take place in Orlais, one could think it would be ok to allow french people to participate, but hey, it's fine
!
I'll send them something anyway, just so they can have a good laugh ^^

I recorded mine; I really am a terrible voice actor, I discovered
but I think I have a nice sounding voice. Just can't act for sh!t!

To be clear, are we NOT supposed affect accents?
You can if you wish, but that doesn't mean you should. Just speak the way you feel is good for this particular voice over.

Meh ._. I would give a shot at it, but as a poor little Austrian I can't even participate Q.Q
I'd definitely give it a try if the same contest was held for the german version of the game, since I hardly have any accent.

Still, no harm in trying. People can have a very different way of voice acting. Maybe you might just have a more appealing style than her, or whatever.
I must say I am genuinely impressed by her work though. Still, that doesn't mean people should stop participating because there's a great contender around.

yahhh,im from Québec too and i dont understand why we are exclude from this :/
Fellow Canadian here. It's your laws, unfortunately. Unlike the rest of the provinces which just kinda "fall in line" so to speak, Québec has some of the most stringent laws when it comes to advertising - under which contests, sweepstakes and giveaways fall. (And each of those have different sets of rules companies must abide by if they want to create one!)
While they're generally in place to protect the consumer - especially children, you guys are aces at that - it means you're also often excluded from many promotional events available to the rest of the country. It is A LOT of work for companies to work around Québec's specific red tape, so many of them just go "eff it."
They're not particularly happy about it either, since the point of most campaigns is to reach as many people as possible.
