Is there a reason why Yukari is dressed like a power ranger in arena?

Well, the Japanese equivalent is apparently a Sentai.. and the reason is that she's become an actress & model, due to circumstances of the plot in this game she never had time to change to a different outfit -- Personally, I think the outfits of the entire Persona 3 cast is ridiculous in Arena but at least the characters call attention to it too. Wish they'd just wear normal clothes though.
