Hopefully they do that for all characters. So far there was the Iron Bull one and the Varric/Morrigan one.

If the dwarven protagonist is from the surface, Vivienne could have assisted in dealing with the royal court, given the Game that the nobles play in Orlais. Slay them - metaphorically speaking.

Possibly. It depends on what Sera wants. I expect everyone to disagree with my Dalish Inquisitor on what to do about the Dales, after all.

Then she could provide the necessary introduction about Orlais for those who play Dragon Age for the first time. She could also introduce the players to the civil war setting, especially since only a few will have read The Masked Empire.
For that to work Vivienne should appear not far from the beginning of the game, or at least be available near it. Not unlike Garrus, Mordin, Jack and Grunt in ME2; you could recruit them in any order you wanted, but they were available from the moment you got your mission against the Collectors and their recruitment was tied to plot progression, as in "you can't advance until you recruit them". I can see the same happening with Vivienne.
That begs the question: what did the Inquisition do to earn her attention? Maybe taking Skyhold and close the first Veil Tear (in a long series of closing tears)? That would provide a nice gatekeeping event.
