Is Vivienne even written by Gaider? It's, ahem, extremely unlikely Bioware is going to only have two love interests in DAI after the trends of the last decade.
And what, past your personal dislike, makes Sera 'seem much more likely' to be a potential Love Interest?
Only two love interests in the entire game? The community's reaction to that wouldn't be pretty.
If they're doing the same LI system as in DA2, I now think that Vivienne won't be romanceable, as Gaider said he was writing two romances and one of the characters he's written is Cassandra, which gives a very strong implication that she's one. And if there's only one other, Sera seems much more likely than Vivienne.

Imo:
1, We don't know how many characters are written by Gaider. For all we know, he might write "Sera" and another male LIs. Heck, he could even write 2 male LIs for all we know.
2, As much as I like Cass, I have to say, she doesn't seems LI material. She's serious, and all business like, kinda remind me of Samara a little. With the world's in chaos, I doubt she would think of anything but her job. Vivi, on the other hand, seems more of a power seeker type, and the head of the Inquisition is pretty powerful imo. As a social climber, it makes sense that she will somehow try to manipulate the Inquisitor, which is a pretty easy setup for a romance. All in all though, I'm rooting for Vivi as our LI. It just seems to fit their personality that way.

“In the end, I think we achieved quite a dramatic look for this strong new character,” Swanson says. “The combination of sleek and powerful shapes with the ornate gold and fine fabrics gives Vivienne a pretty unique appearance.”
With Vivienne’s work complete, what does Swanson think about setting her loose on the world of Thedas?
“Watching her move through the world with flowing fabric and using her awesome mage abilities is a real nice counterbalance to some of the other heavily armored characters in your party. Enjoy!”
