Will the digital version be up and running at 12am Tuesday?

Depends. I believe steam will release midday to late afternoon. (Its ETA countdown is for 4pm central time). And we all know how well Valve does time.



But I heard that if you buy it from the EA store, it may release at midnight. The others I have no idea.
