You have the Quick-Reply form beneath the last post of a forum thread. It has a tiny switch icon on the far left corner right between your avatar and the "remove format" symbol. When you click this, does the quote appear in BBC code or still not at all? If it does, is it still there when you click the switch icon again? Or does it appear?
Yes, this switch worked for me too, for quoting and copy/paste.
I have IE 11, version 11.0.9600.16521.

click the icon to the left of "Remove format" in the toolbar....quote to replay...its going to look kind of all messed up but don't worry....just click the small icon again...voila...
