Now people can see this as a good thing as it could mean more sales and lower prices, the problem could be if developers abuse this system.

Normally when there is a sale you get on the front page, now imagine if 100, 200, 300 indie developers put there games up for 5% - 10% to get face time on the main page essentially flooding the specials section making it more difficult to search through all the games looking for the one gem worth playing.

Yes this is a worse case scenario, but when competing for money it will happen eventually, this is made worse by the fact that the main Steam page scroll can only handle 100 games at most (when it's not glitching out).  Of course you can do advanced searched but that only helps if you know what you are looking for so browsing specials for games you may not have noticed before could get overwhelming if the onslaught is high enough.

So what do you think?  Will this be a good thing for gamers getting more deals or will it be nothing but 5%/10% spam just to get the game noticed.

I think it'll be good if it's done in an orderly fashion. Besides, devs/publishers will probably use their common sense. If, say, next week there's an Ubisoft sale (there already was one by the way) then it's unlikely EA's going to do their own on that same week because they'd be competing for gamers' money when they could simply do it some other time and avoid said competition. This would be even truer if we're talking about small (indie) devs; they're simply not going to try and promote their game that way in the midst of a huge, publisher-exclusive, sale (not to confuse with Steam's own sales where plenty of games from multiple publishers are available at a discount).

I would hope that Valve would moderate for that kind of stuff and would ban people from the service if they notice abuse. That being said, knowing Valve I find that highly unlikely.

Well, the article you link to does say "It allows developers two different options for discounting their wares. They can either opt-in to join one of the sizable Weeklong Deals and get free promotion, or simply set their own custom discount and do it themselves."

That suggests that if you're not opting into the weeklong deals and just running your own random sale, your game isn't going to be promoted on the front page for it.

The one issue I do see is that the specials section could end up being flooded with 5-10% off games as you noted.
