I like hoods, or possibly a hoodedcape combination.
Kind of something that provides basic rain protection and helps you blend into a crowd.

I think mages that are outside the Circle of Magi should realistically strive to like as little "mage-like" as they possibly can. Do with this information what you will.

Good point. I can see silly Orlesian hats/masks being necessary if you have to go to a ball (while sponsored by some noble perhaps) in order to drum up some kind of support.
I don't think this applies while wandering around the desert killing bandits and red templars though
