Probably the best example in the trilogy of the difference between paragons and renegades. Realistically, though, I'd expect Balak to remote-detonate the explosives the second he stepped outside if you choose to let him go. Believe me, I don't like losing the hostages, but it's a price well worth paying to keep a man willing to kill millions from ever getting another chance.
inb4 Xil starts metagaming.
I waste Balak in BDtS (I use to capture him, but meta-knowledge of him escaping/being let go changed my mind), although I still don't know why Joker couldn't shoot down Balak's ship.

Meta-knowledge of his utility and the rationale behind saving the station (preventing possible instabilities in the asteroid from allowing it to disintegrate) mean that I let him go. Besides, it's more fun when you have a target to respect.

Saying that he "unleashed the rachni on the galaxy" and sacrificed soldiers to save civilians at the Citadel is not very convincing.
One could accuse that Shepard of doing those things only because he's unable to get his hands dirty.

the line is he sacrificed hundreds of human lives to save the asari dreadnaught the destiny ascension. not civilians. or is this another one of those times where I missed a joke?

Yes, but the humans in question were all combatants, while the Destiny Ascension had many civilians aboard.
No joke, just pointing Shepard's clear "mask" of toughness.

There certainly seem to be plenty of people 'willing to kill millions' right here on this forum. People who love to proclaim their delight of genocide and mass murder.
But make no mistake, there's little 'necessity' there.

It's likely that the council would have aids of some sort that aren't military. It's hard to believe that the entirety of the governmental body aboard the citadel is comprised of just 3 people.

Yes, I know that all too well. And I completely disagree with the RoE. But my opinions on American Military Policy are for a different time and place. Suffice to say, we're too obsessed with being the 'good guy'. And I know full well how damaging it would be to my career to ever voice my opinions.

I'm reminded of gun advocates I've seen who defend themselves by declaring that 'America has become a nation of sheep,' who make serious claims that China or Korea or Russia or something is going to attack any day now and it's going to be up to them to hold the line, who speak as if they're going to be mugged or attacked every day and it's going to be up to them to take on the rabble. That there's a 'necessity' of owning a weapon because of that.
Unfortunately, that kind of atmosphere seems to absolutely permeate gun ranges. Just oozes from the walls. You can practically smell it. The desperation of people who very, very badly want to be attacked and have their skill be made 'necessary.'
It's not hard to figure out. 'Necessity' puts them in a position of value. If it's 'necessary,' well, then they're the stalwart American defenders rising up in, as they say, 'a nation of sheep.'
Pretty much the same thing with self-proclaimed 'Renegade' players.
