As I've been watching more of the trailers and videos recently, it seems that the lip synching has improved quite a bit since ME1 (which is saying something considering it was really good there already). One specific place I noticed it was in the launch trailer about 1:15 in when there is the close up on Thane. Matches his words seamlessly.
I'm curious -- does the animation team have to hand animate all the lip synching or is there some really complex piece of software that matches the sound to the lips (or a combination of both)? I just can't imagine the time it would take to lip synch all the dialogue in this game!
Lip synching looking excellent

While neither Oblivion nor Dragon Age used the same engine (and the former from an entirely different developper) both of these used a complexe program that would match the sounds to the lips. You are even able to use it with your own custom voice files when making mods.
I'd suspect its a similar situation with Mass Effect's engine.
