This is actually an interesting insight into the store mechanics. Since only the left most respec card is considered "new", it means the store decides which items to give you from left to right.

Or it could also mean that since you had 0 of them before, the very first one you got would be "new". Just like when unlocking weapons, you get "New Assault Rifle" or "New Shotgun" when you unlock them for the first time but they no longer appear for subsequent cards.

That's exactly what I meant. The first respec I receive after having 0 will appears as new (the sweeping sheen on the card), but if I have one or more of them subsequent cards will not appear as new. Since the left most respec is new, but the others aren't, it means that one was the first respec I received, and the following two respecs do not appear as new because the system read that I had at least one respec in storage. The only explanation for that is that each item was awarded going from left to right.
