It is OP. If people aren't using Armored Compartments or Grenade Capacity, they're probably using Geth Scanner.
If something is OP because it takes no skill to do good with. Why isn't Geth Scanner OP?

It's a great idea really, I'm glad bioware put it in! It helps pugs survive! I'm all for that.
I only use it on my cabal. She's a through walls melee and sniper build.
It's nice on the Shadow, too. It doesn't work as well with her as the cabal but it'll let you SS some stuff that you wouldn't quite be able to without.
I don't really use it on anyone other than those two characters, though. I use Marital Biotic, Juggernaut Shield, Omni Capacitors and of course grenade gear waaaay more often. I don't think I've ever equipped armored compartments.

Double standards. Like how Warp/Incendiary Ammo is frowned upon but double hits with Armor Piercing Ammo is apparently okay. Running the pizza is okay but tricking the hack circle is a no-no. The last think I think about when selecting my character/weapon/gear/equipment/map/faction is whether or not it's BSN approved.

Well it certainly does help with situational awareness but even so, most of the time I won't be supprised by what's in front of me. Usually it's that soft tap on the back when you feel that GPS soflty scratching that itch you can't reach.
GS doesn't give you rewind mirrors.

lol Thinking things are OP and shouldn't be used.
Anybody who cares that much should just play blindfolded or with their toes or something. This is just a game and it doesn't need to be hard for everybody.
Don't worry about what some tryhards think. Just play it how you want to play. Whatever is fun for you is the correct way to play it. If you can't have fun because the solo Plat with no gear and an Avenger is too easy, find another game to play.

In response to your title just because an item requires no skill does not make it OP. That just means it is a FOOS item with low skill to power ratio. It only becomes OP if the alternatives to it are not worth the increase in skill level required to use them over the FOOS item. Geth scanner is pretty silly, but if you are not good at the game GS is not going to suddenly win the game for you.

I beg to differ, sir. Using Scanner in a team game - unless you are try harding by breaking some kind of a record - is the lamest of things.
Scanner is essential for solo speedrunning though.

Not really, it just makes it take less effort to pull a good time. I still use AC on non Geth sometimes, but only on maps which I know very well (i.e. Glacier, Giant, Condor).

I understand the concept of OP in games (thanks to all of the arguments in these forums 
) but I agree with MajorStupidity on this one. Well I just don't even see the purpose of saying "OP" unless you are doing something that has strict terms to play like the organized solos and duos etc around here. Or you're a player interested in more challenge. Some of us however just enjoy using the different powers and items to destroy the enemy thoroughly. 
OH and I use level III and IV AP ammo 
it's so OP! Pfft.

As far as I can tell, having Scanner on either of those 3 maps is just infinitely better than anything else (yes, even Condor), so I guess I do not share your opinion.

Well last time I tried for sub 20 condor my best result was 20:22 extraction fail w/ 50seconds in game time left. Talon Slayer w/ AC, Pizza, Hack, Hack. I could probably do sub 20- if I found the free time and mental fortitude to push through it, but I doubt I'd be able to get results now with studies/Dark Souls 2.
