Last I heard, you can only change your class when importing a save from ME1 that is at level 60 with the Rich achievement, correct?

You can change your class, but if you're importing you cannot change your major decisions while if you start a new character you can.

I think you get bonuses for being level 60 and having the rich achievement but they aren't a requirement to change your class in ME2.

The higher level your import is=higher staring bonus exp credits and minerals source is OXM

You can change your class and appearance if you so desire when you import ANY savegame from ME1 into ME2
