This is a female Qunari, right? Right.
What is wrong with her horns? It's not at all like the comics/concepts, so I wonder, if this is on the idea of how they'll look in Inquisition? If so, I'll be disappointed, I hate this look.
I thought it was a slim male. *squints at chest* There may be a bosom there... Could be muscle. Those are some very broad shoulders though.

If you don't know the difference between showing legs and as much cleavage is possible, I have to wonder whether you've been watching too much MTV. Yes, both are part of your body and perfectly natural, but since when does that mean it's fine to flash everything to the whole world? It doesn't have to mean women who do that are **** (I can guess what word that was supposed to be), but I think it does say something about class. I'm sure there's a time and a place to walk around dressed like a Pussycat Doll, but it's usually not the street or the dangerous environments of Thedas...
Even if they want to show the female qunari's sixpack, I would prefer it if Bioware at least gave them a more practical top. Or just give them the same outfit as the desire demon, if showing off as much is possible is all they care about.

This thread is about the female qunari design, hence why I was only talking about the art we have seen for them so far. But for the regard, I thought the new "armor" of the qunari in DA2 was lame as well, and I'd rather have it that all the Stens and the rest of the club found the armor where they lost it.
No ample bosom and no hartman hips, I'll put s/he down as unknown.

I saw some concept art when Quanari female was with there young, and they were tying their hair up. I wonder if we will see hairstyles that use those red strings.

Where is that from? 
I'm not sure whether this is a male or female. The body seems slimmer than of the male qunari we've seen so far, The face doesn't look that feminine, though. I do think it's an interesting look and that it has potential. This qunari looks a lot more elf-like than the others we've seen so far.

I'm not sure we should read too much into that. I think the artist might have just been looking for ways to redesign the horns to avoid the helmet issue.

Yes and no. They start at the forehead indeed, but they appear to be under the skin and com from beneath the skin closer to the top of the head.
