I can't find the option to upload attachments to my user profile.  When I click on Manage Attachments there doesn't seem to be a way to upload anything.  Any help?

I do believe that is only to view (and maybe delete) anything uploaded.

Just curious what you are trying to upload.

There are a couple of Image-hosting services in the internet. Some of them are free to use. And there are even some that don't need an account to upload.

If you do a google-search with "image upload" or somthing simliar you should find them.

The problem could be to choose one of them. I can not realy say which are recommend because I know only the one I use myself so I can not compare it to others.

Using one of these services is problery the easiest way to share the picture. Because you upload the picture, get a link to the picture that you can use to show the picture wherever you want (forums, send the link to friends etc.)

If you decide to do this so, you post the picture here with this command:

Thanks balbock ill do that. I've never understood why its so hard to share screenshots and such on forums. Is it because of advertisement spam defense?

It's because BioWare would have to host the files you upload themselves which can spiral out of control really fast as the disk space of their servers may get consumed by these.
