The valiant (with cryo ammo) is a lot of fun on the human engi - strip headshot most mooks, crowd control others. Taking freeze combo on incinerate (I can't remember correctly whether it applies to cryo ammo, but I think it does - might have to check that one) to make the most of that. The only thing it lacks is raw damage on bosses.
I always use cryo ammo on both human engis - just as a QFE-lite with a bit of freeze/shattering in there.

Or it could be that he was a very good player and the SE by default is very good? It may have had nothing to do with the valiant too.

I suck as SE but from what I saw he was using a combination of the fast RoF of the Valiant and the use of ED. He would hit a guy with the ED and they would stagger and he would pop all 3 shots in the head.

Both my human engineers are built pretty much the same way- 0/6/6/6/6. (Sorry for no kalence link, chrome doesn't want to work for some reason)
Incinerate-4b,5a,6b
Overload- 4a,5a,6b
Alliance Training- 4b,5a,6b
Fitness- full shields.
The only difference between my two engineers is that Mr.'Slosions uses a Talon VII+ piercing mod+ power magnifier and Ms.'Splosions uses a Paladin IV+ HB+ Piercing and uses Alliance Training 5b (HS damage) instead of 5a.
For the most part I go with the male engineer though. Nice CC with both incinerate and overload, dragoons go down after one fire explosion, phantom barriers go down after one overload, talon is excellent sidearm against any faction and the fitness makes him a little less squishy without the need to equip cyclonics.
Personally I've never found the drone to be of any use beyond silver, even against geth. But I might try using it again after reading some of the comments.

I recommend trying it with incindiary, speced b/a/b, and I must emphasize - deploy on target, don't just spawn it randomly in front of you.

I don't know if it's a multiplicative bonus or an additive one, but the 6a freeze combo evo does work with cryo ammo.
I tried respecing a HEng to use a cryo ammo valiant about three weeks ago, and incinerate did seem to do more damage than usual when the target was chilled.

It almost has the same damage and ROF stats of the paladin which has access to better damage mod and optionally power amp and also can do away with scope plus 1.0gib chance ( very important ). I dare to say HE is one of my top3 favorite kit.
I like electro-abusing-self-exploding drone, it staggers, controls crowd, distract phantoms, the geth, and creates fire explosions whe destroyed (with incinerated enemy). Extremely useful, i would never give up on it, especially for fitness, i rather put a cyclonic than waste this unique ability of HE. I was dropped a lot lot more when i tried the drone-less, full fitness HE once.
Incinerate on armor, full chain overload on shields and barriers and more crowd control.
The kit is EXCELLENT against EVERY faction. Not many kits have this property.
My build is 6/6/6/5/3.

Both my engineers go fitnessless. Their difference lies in how many jumps the electric spark does and the way the drone acts.
General Electric uses a rocket drone and more stand-off specs. He's got the harder hitting powers.
Electra is all about CC, with stun, sparks and the like. Overload jumps the maximum amount of targets and the drone is set for stun and even more CC. Of course it has the lowest possible shields so it can blow up in the Geth's face.
Playstyle-wise they don't make that much of a difference but the drone can be a real distraction for the Electra build. The rocket drone however seems to net more points. The rest is about setting off explosions.
