Since it looks like Garrus is going to be around a lot in ME2 and I want to use him, I've got an important question. I was never able to completely turn him to Paragon in my main playthrough, because he glitches out after the conversation where he says he's going to re-apply for the SPECTREs and every time I talk to him afterwards, he will only repeat that convo. Did anyone else have that problem and does anyone have any idea if he'll be considered a paragon in my transfer?

If you killed Dr. Saleon, he is Renegade. If you tried to arrest him, he is Paragon.

He just repeats the last conversation where he starts off by thanking me. I taught him well though....get the job done no matter what the costs so hopefully he'll be or be able to become a spectre in ME2.

So... if you take the Paragon path and arrest the dr. he'll stay with C-Sec? Even though he says he's gonna apply again for Spectre?
So if I want him Spectre, he must be Renegade and kill the dr. without first arresting him...

There are several points where you can "push" him towards either C-Sec or Spectre.

Well it doesn't make sense... I followed the Paragon path in ME and I tried to arrest dr. Saleon. Then Garrus thanked me and sayd he's going to re-apply for Spectre.
Now on ME2, I just got him in my team, but nothing is said if he's Spectre or C-Sec... although I got the impression he's still C-Sec. The way he talked about the Citadel politics.

When you first run into him in ME2, he'll either mentioned having gone back to C-Sec and things were just crappy after the Citadel attack, or that he applied to the Spectres (and flunked if I remember right). Its only a couple of words difference in one conversation bit.

It doesn't matter, he ends up starting the Justice League on Omega either way.
