well in the one interview with Casey he seemed to indicate that characters from the first game that were not romancable being romancable in this game was plural, which leaves Garrus, and the ESRB thing lists just talking it out in sex scene descriptors, so I would guess Garrus, and that there's no actual sex involved.

Nope, ME1 characters include: Anderson, Udina, Joker, Tali, Garrus, Conrad, Pressly, Chakwas, Nassana etc.

Casey Hudson specifically said three options per gender.

And THREE shall be the number of love interests per gender. Not one, not five, not two unless it be directly proceeding to THREE.
