I bought the UE, which should have included all the DLC's...I've downloaded them all, but I can't access them, and it's saying I need to buy all of them.  In my DLC menu it shows them as having been downloaded, but it says Unauthorized on the side.  I'm really confused..can someone help me out?

There's a file in the bin_ship folder (called "addins" or something) that you can open with notepad, search for all lines that say "RequiresAuthorization=1" and change the 1 to a 0. Save, restart the game, and the DLC should be there.

 

Sorry I'm not at my normal computer right now but will get the exact directions later if you can't find it yourself.

 

That's one method. Maybe someone will come up with another as well?

I have an AddIns folder that had all of the packages..I found a file called manifest in each that had the RequiresAuthorization part in it, and I changed the 1 to a 0...nothing happened though.  I logged out of my game and went back in...even did a restart...nothing changed.  Thanks for the help though

I just checked my game/settings add-ins.xml and all my DLC enabled is "1"      RequiresAuthorization is also 1.

When you launch the game, did you check the installed content tab under downloadable content to make sure they are enabled? Maybe I need more coffee and this has nothing to do with your problem....
