Lex Luthor funded the operation. I forget where that's said. But that's how it goes.
It's a shame you didn't like the game that much Vroom. I personally enjoyed it in spite of its flaws and look forward to the upcoming content.
Okay, that doesn't seem like much of a stretch since he leaves a voice message on the phone and has his names on billboards in Gotham. I wish they would have made it a little more obvious though. I didn't hate it, but it felt more like a Batmobile game than an Arkham game to me. It just felt like a downgrade from AC in terms of the boss fights. I'd probably give it a 6 out of 10 due to the story issues.
I thought that Scarecrow had the other villains pitch in for the funding, the weird thing is how exactly did the Arkham Knight gain the loyalty of his mercenaries? It seemed like they already knew him as their commander.
I gathered that the Arkham Knight headhunted and recruited them one by one and did a few jobs with them as a mercenary company leader. I'm not sure if that is right or not though.
