What to choose from upgrade terminal in Liaras room for a soldier +5 power bonus or less recharge? Power damage what exactly does a soldier benefit from it?

ammo powers, grenades, concussive shot, whatever you have as a bonus power would all benefit from power damage

 

From my personal experience I always take the little extra damage. Mostly because I never carry more than 2 weapons on my soldier shepards and always make sure my recharge is above 100%, so the addition to recharge speed is very miniscule. You can make an argument to choose the recharge if you use many weapons or favor the heavier ones and you find that your cooldown is not to your liking, but you are going to have to get quite a few more of these cooldown upgrades at liara's terminal if you want a very noticable impact.

Intel power damage bonuses do not affect ammo damage.  On a Soldier it should just affect Concussive Shot, and Frag Grenades.

What about the recharge time? Same thing only concussion and frag?

Grenades do not have a recharge time. Concusive Shot and Adrenaline Rush plus whatever bonus power you select (except inferno grenades which have no recharge time).
