I find it better after the Suicide Mission.
Why do people think LotSB should be done after the suicide mission?

personally I do the DLC while attending my business on Illium. basically my timeline is:
recruit Thane --> recruit Samara --> help Liara with the terminals & Nyxeris --> Miranda loyalty mission --> start DLC
that way I've finished all of my business on Illium (krogan poet, deed to the bar & Conrad Verner, Thax and the thieving asari, Shiala & the contracts, rachni queen messenger, Parasini) and having no reason to return again during the rest of the playthrough. I don't like to go back n forth to locations if I don't have to.

I still prefer to play it before the SM, makes the task ahead feel more dangerous and this could be the last time you see this LI. Plus all the upgrades you get are useful this way.

Normally I do all of the DLC prior to getting the reaper IFF. That includes Arrival. For some reason, it does not seem right to let Amanda rot in the prison for a long time. Besides, if I´m going on a suicide mission, I should try to fix all the loose ends prior to this.
Besides, not one of the DLCs offer a satisfying ending. I rather have the SM being the climax, with my last epic talk with tim and the scene with the reapers approaching the galaxy being the final shots.

Hmmm.
Story wise it doesn't matter, it is setup to be done either pre or post SM. The only restriction is post Horizon. If I was doing a run where I prioritized missions based on what seems urgent, I might not bother with it until post SM.
However, you get an upgrade for every single weapon class by doing LOTSB (Pistol in Baria Frontiers, one each of all the rest from the delivery terminal). Nearly more importantly, you get access to the squad power rest option which allows you to take build your squadmates a little better.

If one has Liara asa love interest, however, shadow broker could be interesting to let for last.
In my next play I´ll be faithful to her, so I´ll try shadow broker after both Arrival and the Suicide mission.

On all subsequent games I do it early on in Act II, both because Liara is often a close ally/romance and to gain the benefits of all upgrades as soon as possible. The only time I delay is if I plan to have one of the second act squad members (Samara, Morinth, Thane, Tali, Legion) with me for the mission for roleplaying reasons.
