I don't know about universal - I think some of the more minor characters had shoes - but Athenril was city and shoeless

It was more or less universal.
Like being hideous, almost every DA2 elf did it.
I'd say that it depends on the person. For some (like myself) the dalish origin is not so interesting. Being a city elf felt way more fun.
I do agree that the Dalish origin in DAO was probably the least interesting (disclaimer: it was also the first level to load on consoles, so I probably played it more than 200 times....). The city elf was more interesting and had a stronger sense of conflict (I wonder if it's because it's a bit easier to relate to, and in that sense a bit more "human") which I think set the stage for the City Elf having a greater opportunity at coming across as interesting.
That said, it also makes me wonder if some who are very disappointed would end up being pleasantly surprised if the Dalish components were just done better and were considered more interesting?

For me the main problem with Dalish isn't the DA origin, but the way they're stuck up jerks. They're like Orlesian nobles without the fashion.
Also, their backward looking society is hard for me to relate to. And I've never really been into the nomad thing, personally.

Bland is also the word I'd use regarding the Dalish origin. It was also the least connected to the main story, with that particular clan never reappearing and the one hook in the intro (Tamlen) rarely making his second appearance because of a bug.
The Dalish have also felt a lot more like traditional depictions of elves. Aloof forest folk is not a particularly novel interpretation, and even the fallen culture trope has some roots in popular media. Seeing the elves living in slums was more of a departure from the norm and thus a bit more intriguing in my estimation. However, by restricting the elven option to only Dalish, this hopefully translates into more time and resources devoted to fleshing out their culture. While I would have preferred a city option, I'm intrigued enough to revisit the Dalish.
Why's it got to be one or the other? Here's to hoping we can start as an elf bandit, or something that doesn't fit into either of those tropes. I'm not sure if that's the right word, but oh well, I'm using it anyway!

No it doesn't, and I don't think anyone was suggesting it did. But a Dalish protagonist does color a significant portion of the PC's background. That could be cause for excitement in some, disappointment in others, and tentative interest for those without a vested interest in the whole thing.

I don't put much stock into leaks but i'd point out that being "Dalish" doesn't equate in DA with being elven culturally.

The leak, as I read it, isn't saying that the alienage culture isn't elven, but that Sera isn't part of that alienage culture
