I'll refer y'all to the first part of my statement instead, then; namely that the place in the picture (Adamant Fortress?) has the same architectural style as Kirkwall, hence the similarities. I'm just trying to find alternative explanations to head off the inevitable "it's obviously lazy design" argument that crops up every time something vaguely similar to something we've seen elsewhere appears.

As a graphic artist myself, I personally don't see it as "it's obviously lazy design". Though I have seen others do this.
The artists use assets over and over to save room. Which is fine by me. Textures do wonders for variety. Besides the artists are making what they want it to look like. As far as the statues at Adamant Fortress I'm hoping that they are place holders for something else. If not they are not to bad I guess. I would rather see something else though.
