The frame rate for consoles is probably 30 taking into consideration the Witcher 3 will also only be 30 FPS on both next/current gen consoles. CDPR is focusing more on the graphics department than Bioware so I am rather doubtful Bioware somehow manages to have anything beyond 30 PFS on consoles. The next/current gen consoles are still rather limited in what can be achieved and great graphics and higher FPS is hard to pull off at the same time without the graphics suffering for it.
