After seeing these pics together a few days ago, I have to assume that is the Inquisition's Main Base of Operations. Frostback mountains seem like a great place for a base to be.

I would say that the odds of that particular Keep being in the Frostback Mountains are fairly decent. Obviously concept art resembling a castle in snow-covered mountains is hardly confirmation. However, given what we know about the game's setting and such, I would say that it's a safe bet to make. Whether or not it's closer to Orzammar or Haven remains to be seen.
