Given the fact that it's been over 4 years since the launch of mass effect 2, is there any chance that the pre-order and collector's edition stuff will be released for pc and xbox? Always been curious to know if that would happen.

Chance are zero. It's not that don't want to, They can't due to the contract EA has with the selected store(s).
Well, the contract has to end someday, right?
I got all of them 
, had to cheat a little bit, but irritates me when there's all that content with tons of restrictions on em. preorder only, gamestop only........ah ****** off!
if we get trilogoy on ps4 and xbox one hopefully we'll get this dlc.
