It's a rare enough occurance that I doubt there is a doctrinal answer to it. It would depend almost entirely on context: what circle, who the First Enchanter and Knight Commander are, what their views are, extenuating circumstances, and so on.
It could be either, and I strongly doubt there is any consistent answer to this.
