How does the weapon overheat effect of disruptor ammo work? Does it? I take it there is some percent chance that an enemy's weapon will overheat?

When facing an enemy where almost all of the opposition is shielded enemies, like Blue Suns, would you go with Disruptor or Incendiary ammo?

When enemy weapons are overheated by Disruptor Ammo, the enemies cannot fire. You will see a smoke effect coming from their weapons. Enemies with shotguns will reload/eject the heatsink to begin firing again; enemies with assault rifles will not reload for the overheat duration. Enemy must be on health for their weapons to overheat.

I believe it is a % chance to overheat, just like Incendiary Ammo has a % chance to panic most organics.

Depends on the enemy. Incendiary Ammo (Inferno if you have it Shepard's Incendiary Ammo) is typically better for organic enemies since it can panic most of them on health. It will also stop the health regeneration of Krogan and Vorcha. Dirsruptor is better for synthetics since it can also disable synthetic enemies.

Well, having just done Zaeed's mission I decided after the first fire-fight that incendiary is better. Even without the penetration bonus (Mattock) enemy shields were going down extremely fast. This is only at level 9, but I imagine even at higher levels health will still be the major component, plus getting the enemy to panic seems more useful than overheating their weapon.

Ammo usage is a huge concern here. I am only playing on hardcore, but I am having major issues with ammo use, even with the off-hand ammo pack.

The thing with weapon overheat on Insanity is that the duration is very short.  If you pay close attention what you will see is the enemies will fairly quickly reload / pop a thermal clip so that they can fire once again.  Synthetic stun duration is a bit better, and more noticeable, and is also why I like a couple ranks of Disruptor early game on a soldier.  Makes the mechs you fight early a little easier to deal with.

What is better is up for debate.  In a vacuum, squad Incendiary might be slightly better, especially if you are running Miranda / Garrus w/ Dual Area Overload.  However, on a soldier what you are really deciding between is Squad Incendiary vs Inferno + Sq DA, and in that case I would say the latter is typically better.

I find disruptor ammo works out pretty well when fighting blue suns(half the game or more). They're comprised of shielded organics and armoured synthetics. Its not too surprising that zaeed has this power, given his "grudge".

Really works well with warping adepts. For those times where you're pitted against armour and barriers, you'll have other more effective attacks to invoke.
Affords you the opportunity to leave Miranda and garrus behind without worrying about overcoming shields.

I'd choose according to enemy type, not protection type.  The damage differences of various ammo types against various types of protection are all pretty small by the time you have enough points in them to matter (despite the unbelievable length and number of threads devoted to debating this issue!). Choose according to the immobilization effect.  Basically DA = synthetics, IA = organics,  CA = everybody.
