Would that be too crazy or crazy fun? Personally, I always thought the Kishock and Graal should always be able to. But how crazy would it get for guns like the Venom, Adas, Falcon and Kyrsae!

It is a technical issue that prevents projectile weapons from being able to penetrate cover. Regardless of how you try to balance it, that technical limitation will still be present.

Projectile weapons can't pierce, that's a limitation of the game engine or something like that.

Anyway, Drill Rounds would only be good if there weren't AP Rounds doing almost the same with more damage. Maybe AP rounds in ME4 should only have bonus damage vs armor and not pierce cover?

If that were the case. I'd remove APs, keep Drills, and Inferno. Overall, I'd want the enemies to have more varied defences first and foremost. That would open the door for more variety, which is always fun.
